Engaging citizens with digital technology to co-create data, information and knowledge has widely become an important strategy for informing the policy response to COVID-19 and the ‘infodemic’ of misinformation in cyberspace. This move towards digital citizen participation aligns well with the United Nations’ agenda to encourage the use of digital tools to enable data-driven, direct democracy. From data capture to information generation, and knowledge co-creation, every stage of the data lifecycle bears important considerations to inform policy and practice. Drawing on (...) evidence of participatory policy and practice during COVID-19, we outline a framework for citizen ‘e-participation’ in knowledge co-creation across every stage of the policy cycle. We explore how coupling the generation of information with that of social capital can provide opportunities to collectively build trust in institutions, accelerate recovery and facilitate the ‘e-society’. We outline the key aspects of realising this vision of data-driven direct democracy by discussing several examples. Sustaining participatory knowledge co-creation beyond COVID-19 requires that local organisations and institutions incorporate adaptive learning mechanisms into their operational and governance structures, their integrated service models, as well as employing emerging social innovations. This book provides a systematic analysis of many common argumentation schemes and a compendium of 96 schemes. The study of these schemes, or forms of argument that capture stereotypical patterns of human reasoning, is at the core of argumentation research. Surveying all aspects of argumentation schemes from the ground up, the book takes the reader from the elementary exposition in the first chapter to the latest state of the art in the research efforts to formalize and classify the schemes, outlined (...) in the last chapter. There is a long history of the science of intelligent machines and its potential to provide scientific insights have been debated since the dawn of AI. In particular, there is renewed interest in the role of AI in research and research policy as an enabler of new methods, processes, management and evaluation which is still relatively under-explored. This empirical paper explores interviews with leading scholars on the potential impact of AI on research practice and culture through deductive, thematic analysis to (...) show the issues affecting academics and universities today. Our interviewees identify positive and negative consequences for research and researchers with respect to _collective_ and _individual use_. AI is perceived as helpful with respect to information gathering and other narrow tasks, and in support of impact and interdisciplinarity. However, using AI as a way of ‘speeding up—to keep up’ with bureaucratic and metricised processes, may proliferate negative aspects of academic culture in that the expansion of AI in research should assist and not replace human creativity. Research into the future role of AI in the research process needs to go further to address these challenges, and ask fundamental questions about how AI might assist in providing new tools able to question the values and principles driving institutions and research processes. We argue that to do this an explicit movement of meta-research on the role of AI in research should consider the effects for research and researcher creativity. Anticipatory approaches and engagement of diverse and critical voices at policy level and across disciplines should also be considered. (shrink)

Argumentation schemes can be described as abstract structures representing the most generic types of argument, constituting the building blocks of the ones used in everyday reasoning. This paper investigates the structure, classification, and uses of such schemes. Three goals are pursued: 1) to describe the schemes, showing how they evolved and how they have been classified in the traditional and the modern theories; 2) to propose a method for classifying them based on ancient and modern developments; and 3) to outline (...) and show how schemes can be used to describe and analyze or produce real arguments. To this purpose, we will build on the traditional distinctions for building a dichotomic classification of schemes, and we will advance a modular approach to argument analysis, in which different argumentation schemes are combined together in order to represent each step of reasoning on which a complex argument relies. Finally, we will show how schemes are applied to formal systems, focusing on their applications to Artificial Intelligence, AI & Law, argument mining, and formal ontologies. (shrink)

The aim of this investigation is to explore the role of argumentation schemes in enthymeme reconstruction. This aim is pursued by studying selected cases of incomplete arguments in natural language discourse to see what the requirements are for filling in the unstated premises and conclusions in some systematic and useful way. Some of these cases are best handled using deductive tools, while others respond best to an analysis based on defeasible argumentations schemes. The approach is also shown to work reasonably (...) well for weak arguments, a class of arguments that has always been difficult to analyze without the principle of charity producing a straw man. Mediation is an alternative dispute resolution process that is becoming more and more popular particularly in English-speaking countries. In contrast to traditional litigation it has not benefited from technological advances and little research has been carried out to make this increasingly widespread practice more efficient. The study of argumentation in dispute mediation hitherto has largely been concerned with theoretical insights. The development of argumentation theories linked to computational applications opens promising new horizons since computational tools could support mediators, making sessions (...) quicker and more efficient. For this, we need tools for close analysis of mediation discourse in order to explore the argumentative activity in depth, and ultimately get an accurate image of how dialogues unfold in this particular context. This paper therefore aims at laying the foundations of a theory of close analysis for discourse in dispute mediation. Theories provided by the literature serve as a basis for argumentative analyses of transcripts of mediation sessions in order to deliver a clear image of the argumentative structure. Analyses of the argumentative strategies in mediation discourse will allow for the development of a dialogue protocol that can be used to develop operational models which can be embodied in software to help make the mediation process easier and more effective. Free will is often said—by compatibilists and incompatibilists alike—to be a power (or complex of powers) of agents. This paper offers proposals for, and examines the prospects of, a powers-conception of free will that takes the powers in question to be causal dispositions. A difficulty for such an account stems from the idea that when one exercises free will, it is up to oneself whether one wills to do this or that. The paper also briefly considers whether a powers-conception that (...) invokes powers of a different kind, such as agent-causal or noncausal powers, might fare better with respect to this problem. BackgroundDescriptive studies examining publication rates and citation counts demonstrate a geographic skew toward high-income countries (HIC), and research from low- or middle-income countries (LMICs) is generally underrepresented. This has been suggested to be due in part to reviewers’ and editors’ preference toward HIC sources; however, in the absence of controlled studies, it is impossible to assert whether there is bias or whether variations in the quality or relevance of the articles being reviewed explains the geographic divide. This study synthesizes the (...) evidence from randomized and controlled studies that explore geographic bias in the peer review process.MethodsA systematic review was conducted to identify research studies that explicitly explore the role of geographic bias in the assessment of the quality of research articles. Only randomized and controlled studies were included in the review. Five databases were searched to locate relevant articles. A narrative synthesis of included articles was performed to identify common findings.ResultsThe systematic literature search yielded 3501 titles from which 12 full texts were reviewed, and a further eight were identified through searching reference lists of the full texts. Of these articles, only three were randomized and controlled studies that examined variants of geographic bias. One study found that abstracts attributed to HIC sources elicited a higher review score regarding relevance of the research and likelihood to recommend the research to a colleague, than did abstracts attributed to LIC sources. Another study found that the predicted odds of acceptance for a submission to a computer science conference were statistically significantly higher for submissions from a “Top University.” Two of the studies showed the presence of geographic bias between articles from “high” or “low” prestige institutions.ConclusionsTwo of the three included studies identified that geographic bias in some form was impacting on peer review; however, further robust, experimental evidence is needed to adequately inform practice surrounding this topic. Reviewers and researchers should nonetheless be aware of whether author and institutional characteristics are interfering in their judgement of research. (shrink)

Although previous ethical analyses of management buyouts have presented useful insights, they have been flawed in three major ways. First, they define the transaction too narrowly, emphasizing the going private aspect and ignoring the leveraged aspect. Leveraging alters the nature of the transaction substantially and warrants additional ethical analysis. Second, these previous analyses ignore the impact of buyouts on non-stockholder constituents of the firm, an omission which renders their implicit utilitarian approach incomplete. Third, these analyses do not include Rawlsian, libertarian, (...) or Kantian perspectives on ethics. This paper addresses these shortcomings and finds the ethical status of leveraged management buyouts to be highly suspect. (shrink)

We develop conceptions of arguments and of argument types that will, by serving as the basis for developing a natural classification of arguments, benefit work in artificial intelligence. Focusing only on arguments construed as the semantic entities that are the outcome of processes of reasoning, we outline and clarify our view that an argument is a proposition that represents a fact as both conveying some other fact and as doing so wholly. Further, we outline our view that, with respect to (...) arguments that are propositions, (roughly) two arguments are of the same type if and only if they represent the same relation of conveyance and do so in the same way. We then argue for our conceptions of arguments and argument types, and compare them to alternative positions. We also illustrate the need for, and some of the strengths of, our approach to classifying arguments through an examination of aspects of two prominent and recent attempts to classify arguments using argumentation schemes, namely those of M. Kienpointner and D. Walton. Finally, we clarify how our conception of arguments and of argument types can assist in developing an exhaustive classification of arguments. (shrink)

We examine the Dual Ramsey Theorem and two related combinatorial principles VW(k,l) and OVW(k,l) from the perspectives of reverse mathematics and effective mathematics. We give a statement of the Dual Ramsey Theorem for open colorings in second order arithmetic and formalize work of Carlson and Simpson [1] to show that this statement implies ACA 0 over RCA 0 . We show that neither VW(2,2) nor OVW(2,2) is provable in WKL 0 . These results give partial answers to questions posed by (...) Friedman and Simpson [3]. (shrink)

This paper makes a contribution to ongoing debates about whether and how we can empirically assess the potential, limitations, and actual impacts of public–private partnerships (PPPs) in developing countries. Several United Nations and bilateral aid agencies have called for the development of impact assessment (IA) methodologies that can help clarify when, how, where, and for whom partnerships work. This paper scrutinizes some of the key assumptions underlying this debate, arguing that no objective ‹truth’ about the effects of PPPs can be (...) discovered through the use of such methodologies. The paper then investigates what can actually be known about a PPP’s effects by testing a PPP IA framework that is recommended by the Organization for Economic Cooperation and Development. This is done using a case study from Pakistan. The paper shows that IA methodology may provide an indication of how well a PPP has fared, but not why the PPP has turned out the way it has. At the same time, win–win and win–lose outcomes may exist simultaneously, even for the same stakeholder in the PPP. While the importance of ensuring proper design, monitoring, and IA of PPPs cannot be denied, their effects must be seen as an outcome of struggles between a␣variety of actors over the distribution of social and environmental hazards associated with broader processes of economic development and industrialization. Recent studies have shown that Einstein did not write the EPR paper and that he was disappointed with the outcome. He thought, rightly, that his own argument for the incompleteness of quantum theory was badly presented in the paper. We reconstruct the argument of EPR, indicate the reasons Einstein was dissatisfied with it, and discuss Einstein's own argument. We show that many commentators have been misled by the obscurity of EPR into proposing interpretations of its argument that do not accurately (...) represent Einstein's own views. Finally, we evaluate Einstein's own incompleteness argument, concluding that recent experimental findings have likely shown it to be unsound. (shrink)

Recent models in quantum cosmology make use of the concept of imaginary time. These models all conjecture a join between regions of imaginary time and regions of real time. We examine the model of James Hartle and Stephen Hawking to argue that the various no-boundary attempts to interpret the transition from imaginary to real time in a logically consistent and physically significant way all fail. We believe this conclusion also applies to quantum tunneling models, such as that proposed by Alexander (...) Vilenkin. We conclude, therefore, that the notion of emerging from imaginary time is incoherent. A consequence of this conclusion seems to be that the whole class of cosmological models appealing to imaginary time is thereby refuted. (shrink)

In this paper we look at the manual analysis of arguments and how this compares to the current state of automatic argument analysis. These considerations are used to develop a new approach combining a machine learning algorithm to extract propositions from text, with a topic model to determine argument structure. The results of this method are compared to a manual analysis.

Studies of human performance indicate that extraverts show enhanced motivation in relation to reward signals, but not in relation to safety signals under defensive conditions. When it occurs under defensive conditions, enhanced motivation may be related to neuroticism. While extraverts show some attentional skills consistent with frontal dopaminergic facilitation, other frontal capacities may be related to conscientiousness. These findings suggest that dopaminergic influences on response and attentional processes may contribute to additional personality dimensions such as neuroticism and conscientiousness.

Research on whistle-blowing has been hampered by a lack of a sound theoretical base. In this paper, we draw upon existing theories of motivation and power relationships to propose a model of the whistle-blowing process. This model focuses on decisions made by organization members who believe they have evidence of organizational wrongdoing, and the reactions of organization authorities. Based on a review of the sparse empirical literature, we suggest variables that may affect both the members' decisions and the organization's responses.

Stories are an important indicator of our vision of the future. In the case of artificial intelligence, dominant stories are polarized between notions of threat and myopic solutionism. The central storytellers—big tech, popular media, and authors of science fiction—represent particular demographics and motivations. Many stories, and storytellers, are missing. This paper details the accounts of missing AI narratives by leading scholars from a range of disciplines interested in AI Futures. Participants focused on the gaps between dominant narratives and the untold (...) stories of the capabilities, issues, and everyday realities of the technology. One participant proposed a “story crisis” in which these narratives compete to shape the public discourse on AI. Our findings indicate that dominant narratives distract and mislead public understandings and conceptions of AI. This suggests a need to pay closer attention to missing AI narratives. It is not simply about telling new stories, it is about listening to existing stories and asking what is wanted from AI. We call for realistic, nuanced, and inclusive stories, working with and for diverse voices, which consider story-teller; genre, and communicative purpose. Such stories can then inspire the next generation of thinkers, technologists, and storytellers. (shrink)

We show, relative to the base theory RCA₀: A nontrivial tree satisfies Ramsey's Theorem only if it is biembeddable with the complete binary tree. There is a class of partial orderings for which Ramsey's Theorem for pairs is equivalent to ACA₀. Ramsey's Theorem for singletons for the complete binary tree is stronger than $B\sum_{2}^{0}$ , hence stronger than Ramsey's Theorem for singletons for ω. These results lead to extensions of results, or answers to questions, of Chubb, Hirst, and McNicholl [3].

A growing body of recent work in informal logic investigates the process of argumentation. Among other things, this work focuses on the ways in which individuals attempt to understand written or verbalised arguments in light of the fact that these are often presented in forms that are incomplete and unmarked. One of its aims is to develop general procedures for natural language argument recognition and reconstruction. Our aim here is to draw on this growing body of knowledge in informal logic (...) in order to take preliminary steps towards developing an architecture for computer systems that are able to recognise and reconstruct natural language arguments. This architecture aims to structure research of an applied and computational nature that strives to implement linguistic systems of various sorts, and to analyse problems in a way that both yields manageable and relatively independent components and also highlights how implementations can interact with existing resources from natural language processing. Resumo: O presente artigo sistematiza informações sobre a implementação do Programa Jovem de Futuro, PJF, na rede estadual de ensino no Pará, considerando suas implicações para o Direito Humano à Educação, DHE, de acordo com o proposto no Pacto Internacional sobre os Direitos Econômicos, Sociais e Culturais- PIDESC, que demarca quatro indicadores da ação estatal para a asseguramento do direito à Educação. São eles: Disponibilidade, Acessibilidade, Aceitabilidade, Adaptabilidade e, ainda, Controle Social incorporado na matriz de pesquisa. Em diálogo com tais (...) indicadores, coletamos informações em páginas oficiais da Secretaria Estadual de Educação do Pará e do ator privado responsável pela implementação do Programa, o Instituto Unibanco. Procedemos análise de documentos oficiais localizados nas referidas páginas, além de consultar a produção nacional sobre o PJF, com ênfase à sua consolidação no estado do Pará, no período de 2011-2018. A pesquisa de tipo qualitativa, apoiada em revisão bibliográfica, análise documental e coleta de dados de fontes primárias e secundárias, possibilitou a constatação de forte influência do setor privado na educação pública paraense, que direcionou a adoção de modelos de gestão empresarial para a obtenção de melhores resultados educacionais, com controle e monitoramento em todas as etapas do PJF, com sérias consequências ao DHE. The Jovem de Futuro program in Pará and the implications for the Human Right to Education – DHE Abstract: The article systematizes information about the implementation of the The Youth with a Future Program - PJF in the state education in Pará, considering its implications for the Human Right to Education - DHE, in accordance with what is proposed in the International Covenant on Economic, Social and Cultural Rights - ICESCR, which outlines four indicators of state action to ensure the right to education. They are: Availability, Accessibility, Acceptability, Adaptability and accountability incorporated in the research matrix. Related with these indicators, we collected information on official pages of the Pará State Department of Education and on the private actor responsible for implementing the Program, Instituto Unibanco. We proceeded to the analysis of official documents located on the referred pages, in addition to consulting the national academic production on the PJF, with emphasis on its consolidation in the state of Pará, in the period 2011-2018. Qualitative research, supported by a bibliographic review, document analysis and data collection from primary and secondary sources, made it possible to verify the strong influence of the private sector on public education in Pará, which led to the adoption of business management models to obtain better results. educational institutions, with control and monitoring at all stages of the PJF, with serious consequences for the DHE. This paper studies the modelling of legal reasoning about evidence within general theories of defeasible reasoning and argumentation. In particular, Wigmore's method for charting evidence and its use by modern legal evidence scholars is studied in order to give a formal underpinning in terms of logics for defeasible argumentation. Two notions turn out to be crucial, viz. argumentation schemes and empirical generalisations.

The educational use of daily-life contexts is considered a valuable strategy to promote meaningful science learning, since it facilitates the establishment of connections between previous knowledge, personal interests, and new learning. The aim of this work is to provide evidence to support the presence of gardens at educational centers, by assessing key science topics whose learning is promoted at the pre-school, primary, secondary, and university stages. To this end, we analyzed the paired graphic representations of “a garden” that students drew (...) both before and after their participation in a garden-based learning program. Firstly, we obtained the frequency of appearance of every represented element, and afterwards characterized the level of change between paired graphic representations. Sample size was of 24-19-25-29 pairs per stage, respectively. Across all stages, an overall improvement in students’ graphic expression was observed, which can be attributed to their experience in the space. At the pre-school stage, the garden favored the establishment of some simple cause-effect relationships which were consolidated at the primary stage, and provided a climate of motivation and affectivity that was evident in the final drawings, given the enormous quantity of details represented, the level of the finished product, and the careful combination and variety of colors. The presence of elements related to water notably increased in final graphic representations from pre-school, primary, and secondary education, thus evidencing that the use of gardens facilitates an approach to responsible water management. At the university stage, students initially demonstrated good knowledge of conventional agriculture, while the gardening experience -which was based on permaculture practices- helped evolve their ideas towards an alternative model of cultivation. The most prevalent science learning across all stages was related to plant knowledge, particularly to their anatomical traits and diversity. Finally, the role of educational gardens as models for students was evidenced, which suggests the importance of teachers and institutions carefully considering which model to offer. Overall, our results support the legitimacy of incorporating gardens to educational centers, particularly for promoting contact with live plants and plant knowledge, and potentially for promoting contact with garden fauna and activities oriented towards learning about it. In this paper, we recover the idea cast by Graham Priest to our ears in 2000: That it was possible to experience Ontological Paraconsistency in life. He had, back then, as a translation of his thinking, a painting by Escher: The stairs could be going up or down, and one could not tell where they were going by simply examining the painting. The most obvious argument as to why that was not an instance of Ontological Paraconsistency found in reality was (...) that the perspective from which you would have to stare at the painting to see something different would be different too, so that it was impossible that we were getting up and down at the same time, that is, from the same perspective. That would happen with anything we picked in this world. We recently found something that does not entirely belong to this world, however, something that could finally satisfy the requirements of Priest, and therefore prove to us that there is a place for Ontological Paraconsistency. We observe that the paraconsistent robot, Emmy (Abe et al., 2006), is an application of the Non-ontological Paraconsistency, which we always believed to be passive of existence, but we here talk about another type of paraconsistency, which would be intrinsic to the being. The purpose of this paper is then providing a definite answer to the questions: Is there any real life instance of Ontological Paraconsistency? Is Ontological Paraconsistency a useful concept in terms of logical theories? (shrink)

This paper explores the role of metonymy in determining a syntactic argument alternation (“conductor-vehiclealternation”) which occurs in English and Portuguese:o piloto acelerou a Ferrari“the driver speeded up the Ferrari”/a Ferrari acelerou“the Ferrari speeded up/sped away”. Since the verbs in theconductor-vehiclealternation haveconductorandvehiclearguments (controller and controlled entities), a metonymic process can occur, allowing thevehicleexpression to provide access to theconductorparticipant. To explain how metonymy allows a verb with two participants to be integrated into a construction with a single argument, we assume that metonymy (...) gathers information about both entities involved; thevehicleexpression provides mental access to bothvehicleandconductor(“fusion”). We also discuss cognitive and pragmatic factors involving the choice of a construction over another. Constructions withvehicleexpressions as subject are used when thevehicleis salient or theconductoris unknown. This also explains whydirigir“drive” does not alternate in Portuguese, contrarily to prediction and differently from Englishdrive. We provide a comparative account of the behavior of this verb in both languages.Dirigir, differently fromdrive, conceptualizes semantic components incompatible with a situation in which the agent/conductoris not salient or is unknown. This research adds to the ongoing body of literature on the role of metonymy in grammar and is a contribution to the understanding of the metonymic process, as a fusion, and also to argument alternation processes and lexical-constructional integration. Grigorieff showed that forcing to add a subset of ω using partial functions with suitably chosen domains can add a generic real of minimal degree. We show that forcing with partial functions to add a subset of an uncountable κ without adding a real never adds a generic of minimal degree. This is in contrast to forcing using branching conditions, as shown by Brown and Groszek.
